SummaryDr. Heather L. Beal is a Certified Emergency Manager (CEM) and award-winning children's book author. She is a Navy veteran with 23 years of crisis management and operational planning experience. While in the military she earned graduate degrees in Asian studies, conflict resolution, cyber security policy and emergency management. She has a PhD in Public Policy & Administration. Her specialization is emergency management and her dissertation focused on childcare recovery. She is the current chair of the International Association of Emergency Managers (IAEM) Children and Disaster Caucus.
As a working parent of two, she became aware of just how much of a gap existed in childcare emergency preparedness training & resources and vowed to use her experiences, education, and more importantly, motivation, to fill the gap. Her desire to bridge the emergency management and childcare communities culminated in the founding of BLOCKS, a nonprofit with a mission to keep children safe by preparing childcare programs and individuals to face and recover from disaster.
She routinely speaks at emergency management, business continuity, childcare professional training events and to the public on the importance of preparing children and childcare for disaster. She believes that community recovery potential is tied to childcare recovery and both need to be considered interchangeably.
