Mr. Riecker has served in public safety for over twenty three years, the majority of which have been in the field of Emergency Management. He is recognized internationally as a specialist in incident management and NIMS; emergency operations center management; defense support to civil authorities (DSCA); public safety event planning and management; instructional design and delivery; and exercise design, conduct, and evaluation. Mr. Riecker has a depth of response experience, ranging from a decade of work in EMS and the fire service, including time as a chief officer, to direct involvement in 20 Federally declared disasters as well as many Federally declared emergencies, and local and Gubernatorial disaster declarations.

Tim has worked as a local responder, departmental chief officer, state emergency management senior staff, and private emergency management consultant. He has worked across North America engaging with a variety of stakeholders on preparedness activities. Tim has leveraged his experience to provide briefings to government and private sector executives, training for critical staff, developing response plans, and testing those plans through a variety of exercises.

Tim has led the design and conduct of three of the largest exercises in the state of New York (Empire Express, Empire 09, and Vigilant Guard), and led the civil authority conduct and evaluation of Vermont's Vigilant Guard exercise, which is Vermont's largest exercise to date. He has had the pleasure of briefing a member of the Joint Chiefs of Staff, and has presented at colleges and universities, training academies, and conferences.

Tim has direct experience managing incidents such as mass casualty incidents, mass fatality incidents, airplane crashes, floods, transportation incidents, severe storms, and hurricanes. He has served as a Type II Planning Section Chief for New York State's Incident Management Team.
