Eli is an emergency management professional with expertise in disaster planning, response, and operations management with a focus towards the human side of incident management.

With Hagerty Consulting, Eli develops emergency plans, trainings, and exercises on emergency preparedness, response, recovery, and homeland security topics. He is currently assigned to a FEMA workforce development project in Washington, D.C.

Eli has been with the American Red Cross for 10 years in a variety of disaster relief-related leadership roles as a volunteer and staff, where he expanded local disaster program capacity and deployed to several complex national and international disaster relief operations.

Skills: emergency plan and exercise development; operations management, field response; mass care, sheltering, ESF #6; mass-casualty incident (MCI) and active shooter/hostile events (ASHE) planning and response; disability integration; public health/healthcare emergency preparedness; emergency medical services (EMT-B); public speaking; volunteer management; FEMA NEMAA (anticipated graduation 08/20).
