SummaryBarbara started her emergency management training at Portland State University (PSU), where she drafted a Campus Resiliency Plan for The Big One and represented PSU's College of Urban and Public Affairs (CUPA) at the FEMA Higher Education Symposium in June of 2017. She received Special Recognition and 1st Runner's Up for her poster highlighting CUPA's planned graduate degree program in Resiliency. During her last year at PSU, Barbara was hired by FEMA to be a Disaster Reservist, deploying to national declared disasters.
Before her first FEMA deployment, she worked for Portland's Park and Recreation bureau as an emergency management aide and park ranger supervisor. Barbara was instrumental in the bureau's high marks of success for updating their Continuity of Operations Plan (COOP). She worked at the emergency operations centers (EOC) for the Eagle Creek Wildfires, May Day 2017 protest and 2017 ANTIFA/-Pro-Trump protests.
One month before graduating, FEMA called and Barbara answered, joining the forces in Texas for Hurricane Harvey recovery, now considered the costliest storm to Texas taxpayers on record. In September of 2018, FEMA called, and Barbara answered again, this time for Hurricane Florence recovery. There she presided over commercial park contracts as an appointed contracting official. In 2019, she was requested to manage all of the housing leases for Camp Fire in 2019. FEMA's Region 9 hired Barbara on in a permanent, full-time position in April of 2020. -
HighlightsStarting Reimagine Resiliency in 2018, Barbara is committed to a pro-bono, public service planning approach. Working with the cities of Manzanita and Nehalem Bay (OR), preparing for tsunami inundation; conferenced with Portland METRO regarding their multi million-dollar housing bond for crisis housing needed for disenfranchised communities; produced emergency management topic videos and offers conferencing with emerging emergency managers. Working with like-minded groups such as Tipping Point Resilience, she presented Continuity webinars in a COVID environment and continues to meet with professionals across many disciplines. As a contributor to Aspiring Emergency Managers Online and EM Weekly, Barb's participates in webinars, 3 minute intros and weekly 60 second videos about a variety of emergency management topics. She also holds a Courtesy Appointment with Portland State University, assisting the Initiative for Community Disaster Resilience with webinars, research and consulting.
